Malaysia adopts hybrid work as new norm for civil servants from August

Eligible civil servants in Malaysia will be allowed to work remotely for up to two days a week under a new hybrid policy.

Malaysia will introduce hybrid working as the new standard for its civil service from 1 August 2026, allowing eligible public sector employees to work remotely for up to two days a week as part of efforts to provide greater workplace flexibility while maintaining public service delivery.

The new Hybrid Working Days (HWD) arrangement, approved by the Malaysian Cabinet, will replace the temporary work-from-home policy that was introduced in response to the conflict in the Middle East, according to the Public Service Department.

Under the policy, civil servants may work from home or another location approved by their head of department for two days each week, while spending the remaining three days in the office. The arrangement will be subject to operational requirements and departmental guidelines.

Office attendance requirements will vary depending on each state’s weekly rest day. In states where Sunday is the weekly rest day, employees will be required to work from the office on Mondays and Fridays. In Kedah, Kelantan and Terengganu, where Friday is the weekly rest day, compulsory office attendance will take place on Sundays and Thursdays.

The Public Service Department said the hybrid working arrangement is designed to offer civil servants greater flexibility without reducing official working hours. The department emphasised that the new policy would not affect the delivery of essential government services. Frontline services and roles requiring physical attendance will continue to operate as normal, including those in security, defence, education, healthcare and the judiciary, reported The Straits Times.
